On December 2, the "Single Window for Foreigners' Work and Residence" was officially opened in the reception hall for foreigners' accreditation which is on the third floor of the Exit-Entry Administration Bureau of Shanghai Municipal Public Security Bureau.

Through window integration and service process reconstruction, the window service originally belonging to Shanghai Municipal Public Security Bureau and Shanghai Municipal Science and Technology Commission (Municipal Bureau of Foreign Experts) has been successfully integrated into a "single window for foreigners to work and stay" with "one window for acceptance and certification".

After the "single window" is opened, foreign talents who meet the requirements for applying for a class A work permit can simultaneously submit their work permit and residence permit applications in the "single window". After the approval of the Shanghai Municipal Bureau of Foreign Experts and Exit-Entry Administration Bureau of Shanghai Municipal Public Security Bureau, the applicant can receive both certificates within the specified time.

According to the original procedure, foreigners are required to apply for a work permit and a residence permit to the Shanghai Municipal Bureau of Foreign Experts and the Bureau of Exit-Entry Administration Bureau successively. The approval time limit is 10 working days and 7 working days respectively.

Now the series application is upgraded to the parallel application, and after the collaborative examination and approval is implemented, foreigners need only 7 working days to complete the application process of work permit and residence permit.

It is understood that in the next step, the Shanghai Municipal Public Security Bureau and the Shanghai Municipal Science and Technology Commission (Municipal Bureau of Foreign Experts) will complete the integration of the work permit and residence permit acceptance windows in the Citywide entry and exit window, as well as the establishment and opening of the online booking platform for work and residence, so that foreigners working in Shanghai can enjoy more convenient, fast, high-quality and efficient accreditation services.
